Take the phrase, "I'm going to kill you". Saying it on 4chan is fine, but in a specific context, say where I'm holding a knife and moving toward you and speaking with a nasty tone, would likely not be fine

the reason isn't because of the speech, it's because the speech is being used as an action

the easier way to think of it is that you can't ban something like holocaust denial, which is purely the content of your speech
