Maybe its because its too complicated and should just be left to the free market.
The solution is obvious. Get rid of it and replace it with nothing. Then remove the monopoly insurance companies have to allow for free and fair competition.

The first 4 years the replacement was 'go back to 90's care, get fat checks from donors'.
The next 3 years the replacement was 'pretend we have a better plan to get congressmen/senators elected, then get fat checks from donors for blocking dem policies'.
The floundering now is the fact that they weren't planning to win the presidency. Dems and Repubs were both trying to convincingly throw the 2016 presidency to pick up local wins in 2018/2020 (party with sitting president nearly always loses congress/senate seats in midterm/reelection) to better position themselves for redistricting/gerrymandering.
