The policy laid out won't control nicotine in e-cigs. It gives e-cigs a blank check extension for another 5 years, with a promise to lower the cost of regulatory.
Previous deadline was no new products after Aug 8th, 2007. Then 2016. Filing cost est $1M per SKU, enforced in a few months.
This basically sets limits on nicotine for tobacco cigs, and lets ecigs do whatever they want through 2022.
