What's the difference between police and the thugs they

One enforces the law, the other breaks it. Pretty straightforward difference.

I used to work with a lot of cops (they were security guards in the store I worked in).

They weren't money-hungry, just power-hungry. Also kind of dumb.

Quotas are either legal or illegal. If they are legal, it's a lawmaking issue. If they are illegal, the cops who implement them are acting as thugs, not cops, so it's not an issue of cops qua cop.

If you are asking for cops to enforce laws selectively, according to their own moral judgement, you are asking for vigilantes, not cops.
