Phone calls are good an all, but they leave no paper trail or history of the convo unless they record it.

Technically Z could go after X using this bill(at that point law) claiming he's boycotting the Israeli business and assuming X gets taken to court over it could potentially get wrapped up in that legal mess and much money and time is wasted over nothing.
