It can't be done.

1) It's much, much easier to destroy something than to build it up. E.g. the effort to design and build an electrified tram/train system, vs. the seconds it takes to rip out the copper cables to sell as scrap. A nice big shop window taking time to make, transport and install, vs a single rock.

2) Western systems are by and large designed for people with a minimum of intelligence. Things like tax returns, operating computers. You can't be a student at my university without using a number of login systems.

And even if the smart people rule so to speak, the raw material they have to work with is everyone else. See: Empire of Dust, the movie.

The only way to potentially do something to create development would be to design a mostly new social and economic system for people who can't handle complexity so well. It could have a lot in common with complex ones, just with a number of creative simplifications.

1). There is more to variation than just IQ. Igbo Nigerians for instance are very likely 100+ in terms of IQ.

2). Africa did have a variety of kingdoms in the past. Anything on par with Europe? No. But kingdoms that approached the level of sophistication of what some Germanics had prior to outside influence. Hell, Aksum (the precursor to Ethiopia which Lynn claims to have something like a 70 IQ lol) was a major kingdom that had trade routes as far as Byzantine and considered a great power of its time.

3). I know this is a trigger point to /pol/ but imperialism and the effects of globalization are not just memes. This complicated history is really a major cause of much political strife in the continent today.
