North Korea needs to want to win first of all, which they don't based on their actions.

At the end of the day, they're a small nation and everyone around them hates them. I'm not talking about the western nations. I'm talking about Asian nations. Their biggest ally and most secure ally was China, until they pissed off the Chinese government by not playing ball with them. Being isolated is not going to make you want to win.

The other thing they need to do is learn how to act professionally and be willing to work with the South. It doesn't mean they have to like the South or be at peace with the South. It just means that you are given more time to plan your next move if the South isn't putting pressure on you to fail. It will also open new doors. You can make a deal of reducing your military in exchange for some technological aid for example.

Third is Kim needs to show his generals that he's competent. Sooner or later if he keeps killing enough people they may rebel or look the other way when he's found poisoned in his room. He needs to ensure his generals he's a safe bet.

Also North Korea needs to continue pushing for nuclear research, but they need to be quiet about it. It's good propaganda to threaten the USA but it also makes the USA more aggressive in trying to hurt North Korea. So it's just better to do the testing and keep quiet about it. The west has no interest in North Korea, even if they have nukes. They don't have any interest for the most part now and that's with North Korea announcing to nuke the west coast. So just keep your mouth shut, keep testing nukes, but don't make it seem like you're a mad man about it and maybe everyone won't be shunning you.

With that said, the end goal is to have an ICBM or any long range missile that can do some damage because that would mean North Korea could stop spending a shit ton of money on their army (they wouldn't need to anymore with nukes) and they can finally overhaul the nation.

North koreas odds of beating South Korea and the u.s. is little to none nowadays. First of all if they were to go to war soon their technology is far behind in date and would be close to useless against modern technology, second they don't have the numbers to beat a nation close to its size along with the help of a nation 10x the size of it, third if war did break out most likely with time lower class citizens will start an uprising since they will know the North Korean government has no chance (assuming nuclear warheads and such isn't involved), and fourth if war doesn't break put soon they won't have a good enough amount of ammo or weapons because they keep using up ammo and weapons from their Cold War stockpile given to them by the soviets. I didn't even factor in their training, if any weapon or ammo malfunctions. Face it this communist country won't make it much longer just like any communist country with time it will implode and collapse on itself.

In the Korean war, The US literally destroyed every meaningful surface structure in the country. At one point bomber pilots would release the bombs onto empty land, or into the ocean, because all targets at every level of worth were obliterated.
