That is the logical conclusion, though I think it's less a case of not allowing people to have children and more not having the will to encourage that.

Governments are all short term. They care about 10 years in the future at most. They do what they can to 'fix the problems' immediately and then expect everybody else to pick up the pieces in the future. But yeh, you're basically right.

On a larger scale it's all about getting people to become economically active. Africa is going to take a long time to properly develop, so why not bring them here? That way they all start spending money.

I don't believe these are the only reasons, but they are definitely important ones. Continual growth. At all costs.

If, for example, our population stopped growing completely and started shrinking (as we would without immigrants), the housing sector is fucked. Demand drops almost instantly, supply naturally increases. Prices fall rapidly. People's assets are worth far less. Pensions fall apart. The stock market crashes. Building companies go bankrupt. Their suppliers go bankrupt. Tens, hundreds of thousands pushed into unemployment. Now relying on benefits and handouts.

Instead, you keep the population growing, either through births or immigration, and the market continues to grow.

The continual growth meme will end, no idea when of course, but it will. And when it does, we can expect the next global war.
