A president who knows a close vote is coming wines, dines, and otherwise fluffs the shaky votes. Trump has dinner with the guys who were always going to support him and then picks a fight with someone on the edge, causing them to not only vote against his bill but table his appointments while he's getting fire for not making appointments fast enough.

Thats before we consider how he has given the GOP zero cover and zero ability to try to control the news cycle.
