Many reasons. Generals are there based on loyalty, not merits or skill. Different branches don't train together to avoid them easily overthrowing the government. Funding is only one paper and usually end up in someones pocket. Mistrust and ack of common values.

Arab armies are well-equipped but very incompetent, in multiple conflicts their equipment was equal if not better than their enemy, but they are unable to exploit it to the full advantage.

Officers view sharing secrets and information as unnecessary and prefer to conceal all information to themselves so they remain "valuable" even if that compromises their team's advantage.

Soldiers are rewarded based on how much close of a cousin they are to their superiors, not based on qualifications, experience, or skill.
