Gender roles are primarily based on innate behavioral traits generally distributed between the two sexes. Some societies may be more or less strict on adherence to those roles, but innate behaviors are the primary driver of gender roles.

Things like what the sexes wear can be described as culturally relative, but the notion that, in general, there are no innate behavioral differences is to deny science.
