1) segregated welfare:
the welfare available to a person is dependent on the contributions made by their race and gender on aggregate.
for instance white families, who pay the most taxes by far into the system, will receive their fair share to help support their families.
blacks, who pay barely any taxes, will not receive white peoples tax money, and so will support themselves.
mixed families will receive the respective allotments for their race/gender.
wmbf will recieve wm and bf welfare, and so on.
transgenders can opt out of gendered tax brackets and draw money from the trans welfare pool.
