How are workers having their surplus labor stolen when they are not the ones that created the means of production?
It's that the owner of the means of production profits from others labor while contributing no labor themself

why would anyone take the risk, responsibility, and effort to CREATE means of production, when it brings no reward or incentive more than just being a regular worker?
by definition, 'to each according to his need, from each according to his ability' would make the correct meta to be to 'need as much as possible while offering as little as possible'. meaning, why not have a dozen kids and break my leg? then you all have to support me, where, if i am to go and create means of production, it is i supporting you, and i become your slave.
