Which isn't entirely true. If they couldn't hit the factories then they would try to hit the neighborhoods around them. The homes where the workers lived.
Either through destruction of the factory itself or the removal of its workforce - production would be slowed/ceased.
The US may have tried to be precise with its bombings, but that term back then didn't have much meaning.
