The answer is to make it worse here than it is there.

Unfortunately the Mexican government has thrived on a system where it can maintain power by allowing the people dissatisfied with the government to move to the US. They never have to feel threatened by being ousted by voters because the people who would vote against them left years ago.

This means the Mexican government has EXTREME motivation to get people out as fast as possible. The only thing we can do is mitigate the people coming over. We can only treat a symptom of the problem and not the root of the issue (Mexico's government) without doing some really shitty CIA stuff, which is impossible as the CIA likes Mexicans because they vote in authoritarian governments.

It's not just Mexicans.
Illegals come from all over central and South America.
We can't "fix" an entire continent. We've tried before, multiple times, in Africa.
The best answer is a wall, with border patrol authorized to shoot on sight, and signs posted along the border warning illegals that trespassers will be shot should be posted, too.

Invest in Mexican family planning programmes.

Not even kidding. The Mexican migration problem reached it's apex when they were shitting out 5 kids each and none of them were dying. Now Mexico has a fertility rate of 2.25 and I believe you achieved 0 net migration a few years back.

Make that fertility rate fall even further and Mexico's population will stop booming and soon enough it won't even be a problem anymore.

Guatemala still has 2.83 kids though so you'll just have a new bunch of spics to deal with.
