Resettling large numbers of slaves in Liberia was part of Lincoln's plan for Reconstruction. Problem is, his plan for Reconstruction was decried by many in Congress as being far too lenient on the South. However, Lincoln had just won an election the previous year on the platform that the Union could win the war against challengers that wanted to make peace with the CSA. This gave him tremendous political capital and influence with voters from both sides of the aisle, which meant Congress couldn't stop him.

Once he got rekt, there was a massive void in leadership and a lack of direction in Reconstruction as partisan forces in the North and South descended into petty struggles. This led not only to the cancellation of the resettlement plan, but also to a half-assed Reconstruction on the whole, which laid the foundation for a lot of future problems the Deep South would have.

You basically ruin the south even further by removing their cheap labor source. The slaves didnt want to leave and no one had the political will to force them or.pay to take them over. Also, repiblicans thought they could use them as a way to control southern governments.
