Texas here. Illegals and such do this shit all of the time, when they're not busy taking hostages for ransom back in Mexico. We had an instance a few years ago around Austin, I think it was an accidental discovery on a drug bust, of about a dozen Mexicans tied up in a room of some drug house in their underwear with beans and paper plates everywhere. The traffickers and gangs like the kidnap them and send letters back to Mexico asking for money on the threat that they'll kill the person. If they don't send money, they snip off a finger and mail it. Then they eventually get the money. Pople up North really have no idea the shit people have to deal with down here. Serial lawnmower thief wasn't a thing 50 years ago, but now it's a yearly occurrence.
