"The popular vote" is not a thing that actually exists, I was using the concept to make my point. Each of the 50 states has a popular vote, there is no nation wide popular vote. Thus their rationale that obstructionism is a good strategy, which is based on the assumption that people don't want Trump's policies, is faulty.
