That's the whole point. If you are a thoughtful person, you wouldn't raise kids in an environment where you couldn't guarantee them the same standard of living you had. Forget noisy, costly, annoying etc. If you were in a financially responsible position to have children you would have them. That is the shortfall of civilized people. I want my kids to have a good quality of life. No one in a third world country has those considerations, they breed beyond their means and we accept them into our cities.
