Development of a civilization as more to do with the conditions it's exposed to and it's trade routes/capabilities than it has to do with anything else.

Take Sub-Saharan Africa for example, it's the breadbasket of resources and life and it's isolated on all sides, three by ocean, and one by the world's largest desert. As a result they never had any reason to socioeconomically evolve beyond hunter gatherer societies.

Meanwhile Europe was primarily born from travel in the Mediterranean, Mediterranean trade empires laid the first seeds of real European civilization because it was an adverse and complicated way of living that allowed distinct cultures, languages, and practices to develop. Hence the growth of the ancient Hellenic civilizations which later influenced the Romans who created the foundation of western civilization that other countries built on.

Adversity and trade are fundamental to a society being able to develop into a complicated civilization. The Americas and Africa for example were bountiful and isolated for different cultures, hence there was no cultural or social growth for millennia. Meanwhile places like India, China, the Middle East, and Europe were in constant Eurasian trade with each other allowing adversity and complex economics which later created their civilizations.
