They weren't a joke. Until the Cold War, Japan owned the largest submarines in the world during WW2. It was some really great engineering that they did by themselves.

The problem was that battleships ended up being prioritized over submarines.

If Japan invested everything into submarines, they would have been able to stall America enough for America to take off the heat and focus more on Europe, instead.
