Two facts:
1. Blacks are moving out of Chicago and Cook County at an increasing rate. There is less and less opportunity if you stay.
2. The property taxes in south Cook County are approaching 5% (ie: $15K on a modest $300K home). And that's for low-tier schools and not much else. So even the areas to which many blacks have fled are emptying out.

The mood is "get out if you can."
