There is most definitely a reason your balls hang outside your body, they stay cooler that way. If your balls were inside your body then the heat would either kill your sperm cells or your testicles wouldn't be able to produce anything.

They're outside the body because in to produce and maintain healthy sperm, your balls require a smaller temperature range than the rest of your body.

Your ball sack (scrotum) is thick skinned to keep heat in, and out.

For example, on a warm summers day your body temperature increases, so to keep sperm healthy your balls drop away from your body and feel colder to the touch.

Likewise on a cold day your balls tighten up and are warm to the touch.
