Because the information about China comes only from their big cities. And in those big cities all the talented Children across country gathered to study in better schools. Naturally their test results tend to be slighly higher. If they made the tests around the country results would be similar to Europe.

The same things goes for results of Singapore and Hong Kong, again for same reasons talented children from surrounding regions go these places and as a result their average scores happen to be higher. I think only exception to this would be Japan thanks to their pretty based education system. (efficient, but slave-like though)
