I don't think it'll be successful, the demographics are for it, remember most euros have had a sub replacement fertility rate for years, most countries in Eastern Europe have made enough gains economically in order to prevent waves of emmigration to the US and also due to the EU and pre-existing communities in Western Europe means that they'll find it easier to move to Western Europe.
