In the situation you describe, your mechanic realized he could "solve" your problem real quick and get you out of there because he is lazy and didn't want to bother with something that he assumed was no important (it wasn't, you would be fine without any sensor whatsoever). Some mechanics aren't too fond of these newer cars and all the new electronics and computers/sensors that cause dumb problems like this. Its why the shops are full of old ladies taking their new cars there because some dumb indicator was telling them that the wiper fluid was low, so they try to turn these people over quickly to get back to working on actual mechanical stuff

If all he did was refill the air, then charging you 40$ is outrageous, I've actually never heard of anyone doing that, they always do it for free if i ask them to. Unfortunately you paid and signed off on it and you can't do anything about it. More regulations seem nice and all, but you'll never be able to stop greedy people from ripping off others, if they can - they will. Introducing more regulations just makes it harder for smaller businesses to compete, making things worse eventually.

I sell tires and have no idea what op is talking about. Our technicians change tires, tpms sensors, oil changes etc not the mechanic. The mechanics labor is billed at $95 an hour. Also if your wheels have a lugnut key then that explains things being moved. A sensor from our shop will run you about $50 but you can certainly buy one online for cheaper and just pay the mount/dismount fee
