His theory is bollocks. It's a misinterpretation of the data. Just because younger generations have higher IQ that older generations doesn't mean that children are smarter than their parents. He's neglecting birth ratios. People with higher IQ in the modern world had more children that people with lower IQ, thus the generational IQ improvement on the societal average.
His theory is saying that short necked giraffes have longer necked offspring. When the truth is short necked giraffes couldn't gather resources as well as long necked giraffes, thus making is so females wouldn't mate with then not passing their genes.
