The author and in fact most biologists do not understand how evolution actually works. It is not gradual natural selection, but rather through explosions of small, isolated populations that undergo a period of decreased fitness that is (mostly by chance) countered by genetic drift to transform the population into a new species that can then develop a new ESS. If that ESS is successful and conducive to expansion, that new isolated population replaces the old one. It is not gradual change by natural selection, but rather replacement by a superior race.
