Hard to say actually. Other rather good cities: Freiburg, Heidelberg, Regensburg, Ulm, Augsburg.

So generally the "not so big" ones. Of course, keep in mind, all the bigger cities are basically multi-ethnic shitholes. I'd rate them all in the range of 5-6/10 with the other bigger cities getting 2-4/10, Berlin, Hamburg etc 1/10.

Won't get much better without ethnic cleansing.
