As far as I understand, the whole argument is that the ISPs need to expand infrastructure to support the growing demand. What we're forgetting here is the coming of a technology that will make residential copper a thing of the past; wireless. Fifth generation LTE is here, very high frequency microwaves that can deliver extremely high speed at low latency thanks to grids of micro towers. These towers will be everywhere in an adhoc configuration.
Comcast is fucked in a decade. They attempted to purchase Verizon, didn't work out.

It was created to protect corporations that manage websites that use a ton of bandwidth, like Netflix or Youtube. Net neutrality laws stop ISPs from charging these corporations for the huge amount of bandwidth they use. You can decide whether that's a good thing or not.
