I read an article claiming that the Doctor Doom character was (at least from a political point of view) actually based on Tito. The author claimed that they made Dr Doom a gypsy because that was a European concept the young American audience would actually be familiar with instead of the political reality, and that Latverias was stylized as Bavaria because, again, it's a European style that kids would be familiar with. But the politics and the man were based on Tito. Which is why opinions about him are so split, is Dr Doom a "bad guy" or "good guy"? Much like Tito, even people in his own country may consider him a hero or a villain.

Can you guys see any truth in the authors comparison? Or just a bunch of childish nonsense?
