Break down MD degree. Make it easier for more people to be doctors. Do away with malpractice law suits. Deregulate hospitals. Set up warehouse size bleed rooms for people who can't pay. They don't get to go to real hospitals, but they can get some basic triage, orthopedic surgery, etc. (Again, we should have crash courses for surgeons so it doesn't take 12 years of school.). Of course, the success/fail reputation for each operation should be public record, just no names for patient confidentiality.
Finally all mental health drugs should be a completely separate tier, that people who require daily ness, from transplant meds, to AIDS meds, to Ritalin, are separate, so that someone who breaks their leg isn't paying for expensive heart meds for 60 year old (for 25 years.)
