Most empires with the exception of the Austro-Hungarian and Russian empire were of one ethnicity. Sure, there were imperial powers like England, France, Spain, and Portugal, but they the empire they built was to benefit their people. Trying to hold a dozen different peoples together is near impossible, even if the values are shared. No people wants to lose their language and customs to the influx of others, and oftentimes one ethnic group prevails and causes others to want to rebel and be schismatic.
