Why does ISIS or other mudshit terrorist groups always go for the low hanging fruit?
There was just a big meeting with leaders from the world's 20 most powerful nations. There wasn't a single Allahu Ackbar attempt. Instead, they drive trucks of peace into kids watching fireworks or tourists at Christmas markets.
If they REALLY wanted to do some damage, they'd remind the merchant class that money can't stop bullet. They'd off the head of some multinational bank and send their stocks into a tailspin. But they won't. They won't, because those kids gong to see an Ariana Grande concert are in desperate need of some cultural enrichment.

If there was a legit group of suicidle Islamist hell bent on terrorizing the west there would be attacks here every week. Almost anyone can walk into a Wal-Mart, but a shotgun and shells then immediately start shooting up the store. Even scarier, pipe bombs are easy as hell to make. ISIS would be touring the country throwing bombs at concerts and shit like that. They simply aren't a real threat, just another bogeyman.

Western intelligence services have gotten better at intercepting 9/11-style attacks, so the more elaborate your plan is and the more material requirements you have, the bigger the chance you'll be busted. Also there's an obvious shortage of skilled people among Muslim terrorists.
These attacks aren't meant as a message not for the Western world but for Muslims primarily. It's supposed to show that Westerners are vulnerable and waging war against them isn't futile. To achieve this, it doesn't matter if you're killing VIPs or civilians, the important thing is that you do it regularly.

Jihād is waging war on infidels until

Jihād cannot end until every human submitted to Islam one way or another. Anyone who gives you a different definition is lying to your face.
Jihād is a collective duty on the community of the believers, meaning all Muslims do not have to engage in it at all time, so long as there's a Muslim waging war on infidels at a given time, the duty incumbent on the community is fulfilled. Also, jihād does not need to be successful to be valid. Even if you fail miserably and die while trying to kill infidels, you've become a martyr.
All this means that jihād does not have to be effective and it doesn't need to have a realistic end goal, but it has to be perpetual.
Again, killing civvies is more than enough to satisfy youtr goals.
