My great grandfather was from Alsace-Lorraine and fought for Germany. 100 years ago the vast majority of the people there either spoke German or both languages, so if you just go by that, I'd consider it German, but I assume most people these days really just identify as French. I think what matters is the sense of belonging, if they want to be French, so be it.

Rightful is complicated. It was mainly German speaking and culturally German until the 1918s (Goethe wrote an essay on German architecture in Straßburg and learned there as well.)
Yet, until the rise of nation states, ethnicity and rulership didn't have to clash. You could be Breton and be under French rule and Polish and under Prussian rule.
The idea of an ethnic homogenous state only came to existence in the mid-19th century. And while Germany had it from 1871 to 1918, it refused to properly implement it into the Reich (don't ask me why), hell they even shipped all soldiers from that region to the Eastern front because they saw them as potential traitor. This, out of quite a few other factores made Alsace-Lorraine be pro-French.
After WWI it was ethnically purged, so ethnically it now belongs to the French. Talking about cultural history, it is German/French. Go there, and you'll see a huge amount of German last names when it comes to history.
Nowadays, it is French clay and will remain it, unless there is a Franco-German war, won by the Germans (which is not going to happen). It is still very international. Most French people there speak German at a very good level.

Except, that Austria post WWI and prior to the Napoleonic wars was in favour of joining Germany, there was no "German" politics behind it, this is actually what hindered a Greater-German solution.
