What the internet providers want to do is charge netflix, hulu, and amazon prime for access to ISP customers, because they are bandwidth hogs, and because most ISP customers use these services more or less simultaneously, which puts massive strain on the infrastructure. Getting the video streaming services to chip in reduces pressure to institute customer side controls like bandwidth caps and throttling.

More importantly, ISPs don't give a single solitary fuck about text-centric websites like reddit or 4chan, because they use almost no bandwidth at all, unless you're botting.

They may not all offer speeds that allow you to torrent a Blu-Ray in 5 minutes, but 99% of people don't give a shit about that either. They just to be able to post to Facebook, watch funny cat videos on YouTube, stream some standard def NetFlix, etc. In which case nearly all the alternatives would work, and they could easily switch from their current provider if they tried to nickel and dime them with packages and other bullshit like that.
