I am less familiar with it's significance, but the Eagle is the Bird of Germany, it was used throughout the former reichs, particularly in the Prussian Empire, although it has its roots in Roman culture and tradition. If I had to guess I imagine it is meant to represent their legion, fast, cunning, elegant, glorious and to be reckoned with.

It really doesnt have a specific orgin any more than 5 pointed stars to represent the real stars or swirly lines to represent wind. Theyve been popping up everywhere sperated by vast gulfs of time from the paleolithic era to modern times in areas from stone age england to bronze age japan. Its had uncountable meanings over about a 5,000 year period.

I mean 5 pointed stars pop up everywhere, so do triskeles (whispy wavy lines to represent wind) and literally every culture on earth has dragons of some form or another.

Its just one of those things humans seem to do on their own seperated by millinia and thousands of miles whilst assigning their own meaning to it.
