Most definitely the covenant. Intersectionality is the grouping of several different "oppressed groups" similar to the covenants band of different species.

Brutes are like shit skins, violent, stupid, destructive. What is taking place now is kind of like what happened during halo 2, the prophets have used the elites as their servants, but as they draw closer to their end goal they betray them in favor of the brutes.
