Allowing any percentage is inherently bad for a state. Even though they may not pose a problem currently, they will become one later one. Simply having a mixed population in itself leaves a door open for further immigration of ethnic minorities from another nationality. It is like infecting yourself with a virus, and thinking that you're healthy during the incubation period. It will come back to bite you in the ass.
