Building an orbital ring is expensive (initially). We really just need the political will to throw money at it. We would, however, see a lot of cost savings if we set up some mining and manufacturing on the moon. Easy to get materials off the surface, because the gravity well is so small.

That's fine then, but for what purpose would you send a refueling ship that you'll only use for a few missions every few years? They can just put the initial payload into a parking orbit, and then launch a dedicated refueling craft to refuel the main ship to the amount needed, and then simply deorbit the refueling ship. Maintaining a refueling station just doesn't make much sense money wise if you're not getting much in return.
That is unless other companies decide to use the same type of fuel, and want to use the station instead of spending money and launching their own refueling vessel.

This is the perfect time to view the station because on the surface of Earth you will be in the dark, but the ISS will be in the sunlight. This means your eyes are adjusted for low light but looking at an object in daylight. It will appear as a bright dot moving fast across the sky, faster than any aircraft.

I'd love to hear how the illuminati manages to make a dot streak across the sky at the exact time, and going the correct direction, that the ISStracker website predicts.

And no, it's not an airplane. There are no flashing lights, and it is moving way too fast and too high to be an aircraft.

You can make fuel on the moon. There is water on the moon. Using electricity provided by either solar panels or nuke reactors you can split it into hydrogen and oxygen. Hydrogen and oxygen are a great rocket fuel.

The Delta IV heavy uses Hydrogen and Oxygen as its fuel for example.

The station could be made far in advance and be making fuel 24/7 for numerous missions. It could send fuel into moon orbit. There spaceships could rendezvous in Moon orbit, refuel, and then head off to wherever they want to go in the solar system. This would save putting massive amounts of fuel in Earth orbit. They would only need enough fuel to get to the Moon and then top up at the Moon.

Similar to how the airforce loads fighters up with a shit ton of bombs and only a partial load of fuel. Then the planes take off and meet a tanker in midair and top up. This allows them to fly with far greater weight than they can take off with. Aircraft can carry greater loads once they are cruising than they can carry at takeoff speeds.
