As things currently stand, liberals and conservatives don't merely duke it out in parliament, but one of the factions always has the upperhand. This diminishes the chances of a dialogue to occur. The goal of a political dialogue would be to align conservative and liberal views with one another and create a Hegelian synthesis.
So, instead of the democratic system, I propose a new form of republican senate. The members of this senate wouldn't be elected, but rather chosen because of their ideological predisposition so that the two factions created in this process may duke it out and come up with a synthetic solution that would be good for the people.

It's not supposed to work. If it were supposed to work, I would've outlined the different institutions and checks and balances that are needed to maintain it. It's an idea, and nothing more than that.

A synthesis might not be a good solution, but the average.
The problem is 90% of congressional meetings are deliberations or filibusterings. The only speeches occur in and around the presidential debate - something has to change.
