I have seen data that the USSR took food out of Ukraine during the first year(s) to feed other regions of the USSR, but later food went in to the region. I have read nothing that implied it was on purpose or that the region was targeted because of dissent. Also it wouldn't be logical to starve a bordering region if they wanted to control it, making them even more disloyal.

There was some sort of reward system in place where farmers that produced a lot, got rewarded, and I have heard claims that this system was abused, as in that the farmers over-reported, leading to that Moscow thought the production was far higher than it in reality was (which would be a systematic flaw in a planned economy, or at least semi-planned at that time).
