I can see the logic of it in one sense, it's a badly worded question and solution however.

In principle you are trying to answer 8+5, but the question is framing this as a mental step to that answer. First step get to 10, so you take 3 off 8. That potentially is an easier mental calculation than the first. So you are at 10. You know you've got 3 left, add that to 10 = 13

Think of 354 + 23 as a random example. Mentally I think I would add 6 and 2 to make 360 and 25 to get to 385, minus the 8 to get to 377
Obviously for anyone over 8 or 9 its not that hard for the problem given

The average american K-12 education in public schools doesn't really put any pressure at all on the kids to learn anything or be achievement oriented. Most cities have magnet schools for the smart kids which are measurably better. It's a cruel fact, however, that the divide between expensive private schools and even the magnet schools is enormous. If you've got a smart kid, there's nothing better you can do for their future than an actually decent private school education. When I got to university I was miles ahead of the bulk of the public school kids. Half of them couldn't even write an essay for shit. It also turned out that our AP Calc teacher in HS taught us the equivalent of Calc 1 thru 3 over the course of a year, so I breezed through most of my math requirements. I'm not sure if this is still a thing in Florida but when I was in high school during 11th grade you had to take and pass the fcat. Well on 9th and 10th grade we took practice test but they didn't count against you. I asked the teachers and they said it's just for the students to see how it will be like next year. So I did the first section and got board so after that I just filled the scantron with A as my answer for ever question.

Next year in 11th grade someone comes into my class to pull me put and tells me I have to go to a prep class for students who failed the practice test every other week. Told them I just Christmas treed it because It didn't count and I didn't want to take it but they say i have to go because my score said I failed.

I get into this class and it's full of spics and niggers and one kid I knew who did the same thing as me. The spics and niggers could hardly do any of the math questions. Basic fucking algebra. We also get tested for reading comprehension so the teacher has us read out loud. Each one takes about 5 minutes to read through a paragraph. Niggers are mumbling through it, spics stuttering at every word and trying to sound it out. I read through them in a minute. Finally after a few weeks of me telling them I Christmas treed the test the teacher finally tells me not to come anymore because it's apparent I know how to read and do basic math. Jesus Christ that was probably my first red pill as a kid.

Not really the case. There's plenty of jobs and careers out there that don't require a working knowledge of math beyond precalculus or statistics. Doctors, most executives, salespeople, so on and so forth don't really need to know higher math. Most of the world's self-made billionaires probably have no clue beyond the math related to accounting.

I do find that there is a stark divide in intelligence and cognitive ability between people I encounter that have math/physics experience beyond basic calculus courses and those that don't. I think why the /r9k/ science fags get so upset is that it's really a different level of thinking and understanding from the average person. I'm a signals engineer, I was forced to master mathematics as a sophomore in college that most people could never understand, and I was forced to do so at an extremely rapid pace while taking 15 other college credits and I got fucking A's. I can understand the logic of it. For say 26+19, In my head it's faster to do: 26+4=30+15=45. But that is a trick that grew naturally out of me learning the foundational way of doing it of 26+19=45. To be fair, it probably IS somewhat true that there's room for bias when it comes to tests that rely on a background of having the right vocabulary. You can be smart as hell, but if those tests use uncommon words that you just haven't happened to have ever seen before, that can throw you off.

Of course, we all know that's not REALLY the reason niggers do poorly. But it's valid in terms of accuracy on IQ tests, which is why IQ tests use pattern recognition rather than word recognition.
And also, don't forget that they added the writing section back in like 2008 or so to the SATs to make it less of an aptitude test. So clearly the logic of "assessments of vocabulary aren't fair" isn't actually valid.

456-50 and 728+50 for 406+778 then take 2 from 406 and make it 780. Throw that left over 4 to make 400+784. Now it's just a matter of slapping that 400 in there. It takes 300 to make 1084 and then you slot in the remaining 100 for 1184.

This is still a small number really, but it makes more sense as you reach more complicated equations.
