Internet has an age limit. There are sites, like 4chan, that require you to be 18+ plus to post.
Not all of internet has an age limit just like not all voting, driving and drugs have an age limit.
There are no laws stopping underage kids from voting voting for their class president, there are no laws prohibiting kids from driving bumper cars and kids can buy coffee full of caffeine.

Laws are complicated and get technical. To interpret law you have to start thinking like someone with crippling autism.
