I'm here to warn you that in recent weeks, starting with the introduction of user selectable flags, 4chan introduce a new shadow board system.
/pol/ had grown too large in recent months with the constant media attention, so the admin team introduced /pol/ 1 through /pol/ 5. Most users are automatically assigned to /pol/ 1; however, people browsing from trouble regions (Russia for example), will sometimes be assigned to /pol/ 2.
Where this really comes into play is when organization such as Shareblue, JIDF, and the like are flooding /pol/ with nonsensical spam. These posters will be assigned to /pol/ 5 and effectively purged off of /pol/ 1 by moderators.
The shadow boards exist as an alternative to bans when the user or organization are known to abuse proxies to post.
This is why /pol/ seems far slower than pre-selectable flags and why you are seem far fewer posters from select countries. The reason selectable flags was introduce was to mask this change towards shadow boards.
