Meh, during the 70's, in France, they were some leftists who made a pro-communist propaganda.
I'm not against it, to be fair, it's normal to have both pro and cons-communism. The point was they described USSR like a heaven, while they were stuck in a (rather) conservative capitalist country.
They had lots amount of money from USSR for their propaganda.

Foucault abandoned communism by the early 60s and I don't think he ever idealized the USSR.
