Believe me, people have thought about it before you. The other big thing is that they make you take care of the houses if you buy. I've heard you can't just go in and scrap a house because the city doesn't want this.
It's like the minimum wage. It's not good enough that you're creating jobs or investing in the area. You have to make an exorbitant minimum investment.

Instead of getting less than they want from investors, they get nothing from investors.
