Mussolini in particular wasn't too concerned with the racial aspect of fascism, but that's not the main distinction between fascism and NS.

Fascism: an organic unification and organization of a people under an authoritative anti-communist/anti-capitalist regime. Usually begins as a grassroots political party, then uses a paramilitary force to overwhelm the incumbent regime and take control of the nation's resources to install a heavily hierarchical regime designed to serve the interests of the group taking over - which usually identifies itself by some tradition rather than its racial/ethnic makeup (i.e. civic nationalism).

National Socialism is a type of fascism in which the group taking over is heavily concerned with its racial/ethnic identity rather than a particular tradition. If Fascism won in America it would scrap things like the constitution and bill of rights, but would promote the rugged, bootstraps mentality of the American people and probably Protestantism. It would venerate history like the struggle against the Native Americans, the frontier expansion of the old west, etc. . If national Socialism won in America, it would focus primarily on the roots of the American people - the European aspect. Things like Greece, Rome, British Empire, Vikings, etc. would be venerated moreso than American history, but American history would still be an important element.

The idea is to serve the society as a whole rather than the self, the ruling parties must serve the interests of their people. Not to say it doesn't sometimes violate the voices of the demos but in the end the fascist strives to benefit them all the same.
