You fail to see that this is a symptom of a much larger issue. Simply bank rolling the school system which in itself is extremely flawed will not fix the problem.

Part of this issue is that the nuclear family has been completely destroyed. Young children no longer have proper role models in their lives beyond celebrities and false sports stars.

They are not raised properly because they are born into broken homes and fractured families. They have no tribe and so they turn to gangs.

This is an echo of a larger problem that is the welfare state. The state has funded a sub class that in some cases, have not worked for multiple generations.

These classes statistically have more children which, is funded by the working classes, which are having less and less children.

So low intellect single mother families funded by the tax payer are filling school places and you wonder why people are failing English and Maths? Not to mention the massive ethnic population who also on average have lower IQ than the native population.
