The context isn't exactly stated so what's there to judge? You can legally be detained for a number of reasons and if they legitimately had a reason then its as simple as that.

Detainment and arrests have two different legal definitions and an officer "detaining" you can be as simple as being stopped and asked a question; in the state of Texas this is much broader and has even been expanded into something sort of like stop and frisk, I.e. an officer wants to question you he can stop you and failure to comply with simple questions during so can lead to an arrest.
Its just a legal grey area used for your run of the mill crackhead, the cop was being sort of a prick but it was all done within the law; nogs shouldn't have the ability to pressure people out of jobs who aren't in violation of the law.
